Council of Secretaries deems Alicante City Council's situation 'irregular'

The Consejo General de Colegios Oficiales de Secretarios, Interventores y Tesoreros de Administración Local has declared that the situation at Alicante City Council is “entirely irregular”.
The post of municipal secretary has officially remained vacant since 2002, although it has been occupied on a temporary basis by the same person since 2008. This situation, which has continued for more than two decades, has attracted the attention of the professional body at national level.
The Council considers that this administrative irregularity affects the proper functioning of the municipal institution. The figure of the secretary is key in local administration, being responsible for public certification and legal advice to the council.
The prolonged vacancy in the permanent post represents an anomaly in the human resources management of Alicante City Council, according to the professional body.
